
The THOR Program is designed to help families with their move from emergency shelter or transitional housing into permanent housing.
How it works
- Participants find a home of their choice that meets the required safety and rental market requirements.
- SNAP provides a monthly rental subsidy to the landlord.
- Participants continue to participate in SNAP case management to increase their self-sufficiency and maximize independence.
- After graduating from the THOR program, some participants will be eligible to receive future rental subsidy assistance from the Spokane Housing Authority (SHA).
- Following graduation from THOR (and possibly SHA assistance), participants take over the full cost of the monthly rent.
THOR is a partnership between Spokane Neighborhood Action Programs (SNAP), the Spokane Housing Authority (SHA) and other shelter/transitional housing providers.
Applicants are:
- approved through the SNAP Homeless Program procedure and
- referred to the THOR Program by their assigned SNAP Family Development Specialist.
The Transitional Housing Operating and Rent (THOR) program is funded by the State of Washington.
