Neighborhood Assets provides a ‘satellite branch’ office in the SNAP downtown office at 212 S. Wall in Spokane, Washington, whereby SNAP clients and other lower income people can access membership at Numerica Credit Union or Washington State Employees Credit Union and a limited range of financial services. The ‘satellite branch’ is open Mondays and Thursdays from 1:30 to 4:30 p.m. and is staffed by both SNAP and credit union representatives.
Participant Eligibility Requirements
Neighborhood Assets primarily serves lower income individuals and families, although there is not an income eligibility for membership. Matched savings accounts are available only to households at or below 80% of the median income for Spokane County.
Benefits of Membership
Full Membership: For individuals with a clean banking record, full membership will be offered in one of the partner credit unions based on the choice and eligibility of the applicant based on existing membership guidelines. This includes access to all services normally offered to members of that credit union.
Provisional Membership: For individuals with a record in a New Account Verification System (such as ChexSystems), a reconciliation process will be offered in one of the partner credit unions in which they are otherwise eligible for membership, including at least the following steps:
- Temporary, provisional membership, including a savings account, with a $5.00 minimum deposit or sign up for automatic deposit. Free money orders with automatic deposit.
- Participation in SNAP’s financial literacy program, including monthly training or counseling.
- Assistance with developing a plan for reconciliation of remaining debts, especially debts to other banks or credit unions.
- Issuance of an ATM card after 3 months with cowhen completion of: monthly savings deposits of at least $5.00, monthly counseling with SNAP, and compliance with reconciliation plan for a minimum of 3 months.
- Access to a checking account when completion of: monthly savings deposits of at least $5.00, monthly counseling with SNAP, and compliance with reconciliation plan for a minimum of 6 months.
- Access to remaining benefits of credit union membership on a gradual basis as increased financial management skills, good faith efforts, and progress toward reconciliation of debts is demonstrated.
Loan applications will be accepted from members and reviewed on a case-by-case basis giving special consideration to SNAP participants. A lower interest “payday loan” product is available on a limited basis.
Financial training and individual counseling in money management skills is available. Assisted online banking will be offered during office hours.
