Julie Honekamp brings to the agency more than 20 years of hands-on nonprofit management experience. Honekamp is responsible for guiding SNAP’s Human Resource, Communication, Development, Strategic Thinking and Board Development efforts as well as assisting with the overall guidance of agency operations.

Providence Health Care Board – Mission Effectiveness Committee
Former Board Member of Catholic Housing Services of Eastern Washington, Common Ground, Transitions, Washington State Foster Parent Association and Spokane City Plan Commissioner.
Honekamp holds a Master of Arts in Organizational Leadership from Gonzaga University and a Bachelor of Arts degree in Public Administration from Washington State University.
Fiscal Director
Kathy Allen is the Fiscal Director for SNAP and is responsible for the financial management of SNAP and three subsidiaries. She oversees assets of $14 million as well as revenues in excess of $18 million from 160 funding sources for 35 program areas.
A native of Spokane, Allen began her accounting career in the U.S. Navy as an Aviation Storekeeper and is retired from the U.S. Navy Reserve. She received her bachelor’s degree from Eastern Washington University in 1990 and completed three years of accounting experience in property management, manufacturing and non-profit before joining SNAP in 1993.
Allen holds a Masters in Business Administration from Eastern Washington University and is currently the President of the Washington State Community Action Partnerships Finance Directors.
Director of Housing Services
Chris Davis is the Director of Housing Improvements for SNAP and is responsible for administering energy efficiency, housing and education services to low-income households. Davis manages a budget of $3 million and directs a staff of more than 25, to provide Weatherization, Emergency Housing Repair, Housing Rehabilitation, Conservation Education and Living Green programs to area households.
A Spokane native, Davis joined SNAP in 2004, bringing experience in architecture, social services, program management, contracts, grants management and volunteer coordination. Davis was previously employed with The Community Colleges of Spokane, Post Falls School District and Wells and Company Architecture.
Davis received a Bachelor of Architecture and a Bachelor of Science in Architectural Studies from Washington State University.
Director of Community Action
Dan Jordan is the Director of Community Services for SNAP. With more than 34 years of experience in the field of social service, Jordan is responsible for the oversight of Customer Service and Emergency Services at neighborhood-based offices of SNAP, SpokaneWorks, Long Term Care Ombudsman and The Clemente Course in the Humanities.
Jordan also is responsible for coordinating the development of AmeriCorps VISTA projects (9) for SNAP. In addition, he coordinates the Planning Committee of the Board of Directors in overseeing and evaluating the implementation of Results Oriented Management and Accountability (ROMA) principles in SNAP programs and services.

Jordan received a Bachelor of Arts degree from Oregon State University, and a Master of Social Work from California State University, Sacramento.
Kerri leads a highly skilled team that combines business and social work skills to empower low-income people to become financially stable and build assets. She provides leadership for a small business development program, a homeownership counseling and lending program and a comprehensive array of financial services for low-income people. While leading economic development at SNAP for the past 10 years, her team created a Community Development Financial Institution subsidiary with over $1 million in business and consumer loan capital.
Rodkey provides leadership in the community as President of Sustainable Resources, INW, as co-chair of the CASH (Creating Assets, Savings and Hope) Coalition, and on the steering committee of the Washington Asset Building Coalition. Her degrees include a Masters in Urban and Regional Planning from the University of Wisconsin-Madison and Economic Development Finance Professional certification from the National Development Council. Previous work includes five years of local community development coordination in several rural communities and 12 years with the Washington Department of Commerce.
Director of Mission Support
Amber Boice is the Director of Mission Support for the agency and has been with SNAP since 2006. She oversees human resources, communications and fundraising efforts for the agency, supporting a staff of over 120 employees. She provides leadership for SNAP's asset management program which includes managing a portfolio of 19 properties dedicated to providing safe, decent and affordable housing for individuals with low incomes in and around Spokane County. She also assists in coordinating SNAP's advocacy program.
Boice currently serves as the secretary for the Spokane Low Income Housing Consortium Board of Directors and as a member of the Downtown Neighborhood Steering Committee.
Boice holds a Bachelor of Science in Environmental Biology from Michigan State University and a Juris Doctorate in Law from Gonzaga University School of Law.
